Our Assessment: This Cooper Arms Model 21 Varminter in .223 Remington is a quality single-shot bolt-action rifle configured for precision varmint and target use. Dating from the 1990s–2000s, it features a 24″ barrel, no iron sight provision, and a drilled-and-tapped receiver fitted with Leupold bases and 30mm rings with inserts. The single-shot action, varmint-style configuration, and widely available .223 Remington chambering make it a practical and appealing rifle for bench shooting, varmint work, and careful load development.

The bore is a major strength, described as bright with sharp rifling, no erosion, and only light fouling, rating 9.75/10 in the writer’s opinion. Mechanically, the action functions correctly, though the rifle has not been test fired. The rifle retains about 97% of its original blued and stainless finish, with only light scratches and handling marks. The screw heads are sharp, the markings are clear, and the metal condition supports its Very Good to Excellent overall rating.

The checkered walnut stock is also in strong condition, showing light scratches and compression dents throughout but no chips or cracks. Its beavertail forend, capped semi-pistol grip, straight comb, and rubber buttpad are well suited to a varmint rifle, offering stability and shooter comfort from supported positions. While it does not include a box, the installed Leupold rings and bases add useful value. Overall, this is a clean, original Cooper Model 21 Varminter with an excellent bore, strong mechanics, and only minor cosmetic wear, making it a desirable precision-oriented single-shot rifle.
