Sights / Optics: There is no provision for iron sights. The top of the receiver is drilled and tapped for a scope base. There is a set of Leupold rings and bases installed, 1″ rings with inserts. 

Stock Configuration & Condition: The stock is one piece mannlicher checkered walnut, capped forend, capped semi pistol grip, straight comb with shadowline cheekpiece, and checkered steel buttplate. The LOP is 13 3/4″ from trigger to buttplate. There is light handling wear. There are light scratches and compression dents throughout. There are no chips or cracks. Overall this stock is in Excellent condition.

Bore Condition: The bore is bright. The rifling is sharp. There is no erosion. There is light fouling. In this writer’s opinion this bore rates 9.75/10.

Overall Condition: This rifle retains about 98% of its original finish. There are light scratches and handling marks. The screw heads are sharp. The markings are clear. Overall this rifle is in Excellent condition. 

Mechanics: The action functions correctly. We did not fire this rifle. As with all used firearms, a thorough cleaning may be necessary to meet your maintenance requirements.

Our Assessment: This Cooper Arms Model 21 Mannlicher Carbine in .223 Remington is a distinctive and high-quality single-shot bolt-action rifle with a more refined sporting configuration than the typical varmint-pattern Cooper. Dating from the 1990s–2000s, it features a compact 19″ barrel, blued finish, full-length Mannlicher-style walnut stock, and a drilled-and-tapped receiver fitted with Leupold bases and 1″ rings with inserts. The lack of iron sights indicates it was intended for scoped use, and the .223 Remington chambering makes it well suited for light varmint hunting, target work, and precision shooting with mild recoil.

The bore condition is excellent, described as bright with sharp rifling, no erosion, and only light fouling, rating 9.75/10 in the writer’s opinion. Mechanically, the action functions correctly, though the rifle has not been test fired. The metal condition is also very strong, with approximately 98% of the original blued finish remaining and only light scratches and handling marks noted. The screw heads are sharp, the markings are clear, and the rifle’s overall metal presentation supports its Excellent condition rating.

The Mannlicher-style checkered walnut stock is a major visual and collector feature of this rifle. It has a capped forend, capped semi-pistol grip, straight comb with shadowline cheekpiece, and checkered steel buttplate, giving the rifle a classic European-inspired sporting profile. The stock shows light handling wear with scattered light scratches and compression dents, but there are no chips or cracks, and it remains in Excellent condition overall. While no box is included, the Leupold scope rings add practical value, and the rifle’s excellent bore, high original finish retention, and uncommon Mannlicher configuration make it a particularly appealing Cooper Model 21 example.
