Markings: The left side of the barrel is marked “- FN HERSTAL SPECIAL POLICE RIFLE .308 WIN. -”. The right side of the barrel is marked “- MADE BY U.S. REPEATING ARMS CO.- / – IN NEW HAVEN, CT. U.S.A.-”. The left side of the receiver is marked “FN SPECIAL POLICE RIFLE”, with the FN logo. The right side of the receiver is marked with the serial number.
Barrel Length: 24” Cold hammer-forged, chrome-lined, free floating, recessed target crown, Heavy Contour.
Sights / Optics: There are no provisions for iron sights. The receiver is mounted with a Springfield Armory 2nd Generation Government Model 4-14×56 First Focal Plane scope, with a BDC reticle. The scope is mounted on a 20 MOA picatinny rail, in 30mm QD rings. The glass in the scope is clear. There are a few dings on the scope’s sunshade. Overall, the scope is in Very Good condition.
Stock Configuration & Condition: The stock is a one-piece McMillan fiberglass tactical stock, with textured gripping surfaces, two sling studs on the forend and one in the belly, and a black rubber McMillan buttpad. The LOP measures 13 3/8″ from the front of the trigger to the back of the buttpad. The stock shows light signs of wear, with the only notable imperfection being a small chip in the stock’s finish at the bottom of the pistol grip. There are no structural chips or cracks. Overall, the stock rates in Fine to Excellent condition.

Bore Condition: The bore is bright and the rifling is sharp. There is no erosion in the bore. In this writer’s opinion, the bore rates 10/10.
Overall Condition: This rifle retains about 95% of its original metal finish. The balance of the finish shows light operational wear on the bolt, and a couple small dings and imperfections on the barrel. The finish is deep and dark throughout, with no corrosion or oxidation. The screw heads are sharp. The markings are clear and legible. Overall, this rifle rates in Fine to Excellent condition.
Mechanics: The action functions correctly, as does the 3 position safety. The trigger has a crisp and clean break. We did not fire this rifle, but we did perform a mechanic’s check. As with all used firearms, a thorough cleaning may be necessary to meet your maintenance requirements.

Our Assessment: The FN Herstal Special Police Rifle (SPR) was developed in the late 1990s as a purpose-built tactical bolt-action rifle for law enforcement and precision marksmen. Based on the proven Winchester Model 70 action, the SPR combined the controlled-round-feed reliability of the pre-’64 Model 70 with FN’s cold hammer-forged, chrome-lined barrels—crafted in the same facilities that produced the legendary M240 and M249 machine gun barrels. The result was a rifle capable of exceptional durability, repeatable precision, and long service life in professional use. Chambered in .308 Winchester, the SPR-A1 variant offered a heavy 24-inch barrel and McMillan tactical stock, making it a serious precision platform for police marksmen and civilian shooters alike.
This example, manufactured in New Haven by U.S. Repeating Arms for FN Herstal, remains in Fine to Excellent condition. The McMillan fiberglass stock retains its textured surfaces and tight fit, showing only a single small chip in the finish at the bottom of the pistol grip. The 24-inch heavy-contour barrel is free-floated with a recessed target crown, and the metalwork retains about 95% of its matte black finish with only light operational wear and minor surface marks. The bore is excellent, bright with sharp rifling and no erosion, rating 10/10 in this writer’s opinion. The rifle is topped with a Springfield Armory 2nd Generation Government Model 4-14×56 first focal plane scope in QD rings on a 20 MOA rail, providing a highly capable optic setup.
Mechanically sound with a crisp trigger and three-position safety, this SPR is complete with one 4-round detachable magazine.
